East Fraser Lands is now River District: an active, growing neighbourhood organized around distinct areas, public spaces, local services, and the Fraser River.

Area 1: The heart of River District

Area 1 is the central neighbourhood featuring the River District Town Square. It is an active commercial and social precinct, with residents and visitors contributing to its vitality.

The Town Square is home to local-serving retail and amenities including Angus T, Save-On-Foods, Local Public Eatery, Bufala, Everything Wine, Willowbrae Childcare Academy, and the River District Energy Centre.

Build out of Area 1 is well underway and will eventually include River District’s community centre. Completed development includes Mode, Fynn, Keel, 1, 2 and 3 Town Centre, Quartet, Paradigm, and Avalon 1, 2 and 3.

Area 2: The first neighbourhood to break ground

Area 2 was the first neighbourhood to break ground at River District, with the first building occupied in 2012.

Several parcels in Area 2 were sold and developed by Polygon Homes, another premier local Vancouver developer.

The majority of Area 2 is now complete, with a few amendments underway for remaining undeveloped parcels to ensure continued momentum and masterplan delivery.

The neighbourhood features extensive green amenities, including the fully completed Kinross Park and the western portion of Foreshore Park. Area 2 is primarily residential, complemented by select mixed-use parcels with neighbourhood-serving retail, childcare, and community amenities.

Area 3: The final phase of the master plan

Area 3 is currently undeveloped and would form the final phase of development at River District. Its design is currently in progress.

The 53-acre property is bounded by Marine Way to the north, the Fraser River to the south, Area 1 to the west, and Boundary Road to the east.

At its heart, the vision for Area 3 is to complete a great waterfront neighbourhood. With much of EFL completed, under construction, or in detailed design, Area 3 represents the final portion of a comprehensive master plan more than two decades in the making.

Like all long-term masterplans of this scale, River District has evolved in response to changing city policies, community needs, and broader market and economic conditions while remaining grounded in its original vision.

The vision for Area 3 is a highly livable, ecological, and socially inclusive community rooted in planning principles that seek to establish:

  • a welcoming public realm
  • local amenities
  • a sustainable, zero-waste future
